A pH adjuster (1) configured to adjust the pH value of an aqueous electrolyte solution, comprising an electrolytic cell (2) comprising an anode (21) and a cathode (22): the cathode (22) 21) including a pseudo-capacitance material that obtains electrons from the electrolyte and adsorbs cations from the electrolyte aqueous solution by electrochemically reacting with the anions, and OH − in the electrolyte aqueous solution loses electrons. Pseudo-capacitance material that is consumed and leaves H + in the aqueous electrolyte solution; or the anode (21) loses electrons and further adsorbs the anions from the aqueous electrolyte solution by electrochemical reaction with the anions. The H + in the aqueous electrolyte solution is consumed at the cathode (22) by obtaining electrons, leaving OH − in the aqueous electrolyte solution, a pH adjuster (1). The pH adjuster (1) further includes a controller that controls the electrolysis process in the electrolytic cell.
