PROBLEM TO BE SOLVED: To easily determine whether or not a vehicle passes through a certain point approximately at fixed time every day even when there is variation in time when the vehicle actually passes through the point.;SOLUTION: A vehicle passage information acquisition part 110 (passage date acquisition part) acquires passage information 310 (passage date) on a vehicle from a passage vehicle DB 10 (passage date storage part). A fluctuation giving part 120 (index value allocation part) of passage time gives a range to be used as the passage time to the passage time. A division allocation part 130 (index value allocation part) of the passage time divides a passed time zone.
