PROBLEM TO BE SOLVED: To enable an estimation of the maximum flow of traffic flowing through a communication network while restraining a load related to measurement as much as possible and avoiding excessive evaluation of short time variation in actual traffic.;SOLUTION: The present invention collects flow traffic, analyzes the flow traffic to calculate a statistic, classifies the flow traffic into one or more types of traffic models by parameter estimation on the basis of the statistic, and stores them in flow information storage means. It determines flow multiplicity per traffic model obtained by virtually multiplexing, per traffic model, flows expressed by the traffic models stored in the flow information storage means, calculates a traffic model after multiplexing from the statistic and individual traffic models, calculates a short time variation characteristic of the traffic model after the multiplexing, and estimates the magnitude of the maximum flow from the short time variation characteristic.;COPYRIGHT: (C)2016,JPO&INPIT
