Provided is an LED illumination tube having low power consumption, allowing sufficient amount of light and luminance (brightness) to be obtained within a specific range, and whereof the surface temperature does not rise even when in use. Provided in addition is an illumination device for plant cultivation whereby an amount of light of sufficient PPFD for plant photosynthesis can be obtained with a low power consumption, allowing a plant to be grown efficiently. The LED illumination tube (10) is constituted mainly from a substrate (12) whereon LED light sources (11) are mounted, reflective plates (13) disposed on the substrate (12), a radiator plate (14) supporting the substrate (12), a tubular body (16) joined to the radiator plate (14) to form an internal space (15) allowing the substrate (12) and the reflective plates (13) to be accommodated, and a metal cap (17) serving as a connection extremity portion. Parallel to two sides of a row of LED light sources (11) mounted on the substrate (12), two reflective plates (13) are installed in an arrangement wherein reflective faces (19) sandwich and face the row of LED light sources (11) from the two sides. The reflective faces (19) have an inclination of a predetermined angle (70 degrees) with respect to the substrate (12).
