PROBLEM TO BE SOLVED: To provide a circlip assembly device and a circlip assembly method capable of reliably assembling an expanding type circlip to a circular groove with a simple configuration.SOLUTION: The circlip assembly device includes an insertion guide tube 31, which has an inner diameter d smaller than an outer diameter D of a circlip 21 and can accommodate the circlip 21 in a compressed state, and which is arranged proximate to a circular groove 12 of a movable plate 5, and a rotation member 32, which includes a male screw part 32a on an outer peripheral surface and which is rotatably arranged in the insertion guide tube 31, where the circlip 21 arranged in a compressed state between the insertion guide tube 31 and the rotation member 32 is opened from the insertion guide tube 31 by the rotation of the rotation member 32 and assembled to the circular groove 12 of the movable plate 5.
