The present invention enables simplification and labor saving of a setting operation when a virtual network straddles bases. The inter-site network link control device connected to the network control device at each base of the virtual network extension and extension destination is a network control device of the extension source or the extension destination base that detects the extension of the virtual network across the bases. In response to the extension request from the extension destination, the network control device of the extension destination base is notified of the virtual network creation instruction at the extension destination base, and the instruction to create the virtual port for the tunnel between the bases is sent to the extension destination and extension source.
