The present invention discloses a method for inter cell interference coordination which includes: users in the cell are divided into edge users and center users and frequency resources are configured for the edge users and the center users; according to the inter cell interference the interference degree of the frequency resources in the local cell is obtained and the changing trend of the interference which is inflicted on the local cell by a neighbor cell is recorded; according to the interference degree of the frequency resources in the local cell and the changing trend of the interference which is inflicted on the local cell by the neighbor cell the inter cell interference coordination is performed. The present invention also discloses a base station for implementing inter cell interference coordination. By the invention the interference degree of the inter cell can be reduced effectively and controlled in a perfect balance state and the service capability of the base station is improved.
