The present invention provides a method for producing a porous carbon catalyst. The method comprises: a first step of producing slurry by adding a solvent in a metal salt including a transition metal and nitrogen, a carbon precursor, and a silica template; a second step of producing a powered composite by heating the slurry; a third step of producing a crystalline carbon sequentially by heating the composite under an inert gas and by cooling the same; and a fourth step of producing a porous structure carbon catalyst by washing the crystalline carbon through acid. Accordingly, even when a high price platinum catalyst is not used, activities which are identical to the activities of a commercialized platinum catalyst may be ensured. Also, through a single process (one-pot), economical feasibility of a fuel cell production process is improved, and the reduction properties of a cathode electrode of a fuel cell may be remarkably enhanced.
