The porous carbon catalyst doped with the transition metal and nitrogen does not use an expensive platinum catalyst and is easily produced in a one-pot process by using a precursor containing both carbon, transition metal and nitrogen, The carbon catalyst of a thin thickness can be formed by using the precursor of the fuel cell, thereby increasing the economical efficiency of the fuel cell manufacturing process and greatly increasing the reduction characteristic of the cathode electrode of the fuel cell.
