The present invention relates to a method for preparing a porous carbon catalyst doped with a transition metal and nitrogen and a porous carbon catalyst obtained thereby. The method according to the present invention comprises the steps of: 1) mixing a precursor containing carbon, a transition metal and nitrogen, a silica template and a solvent to form slurry; 2) heating the slurry to allow evaporation of the solvent, thereby forming a powdery composite; 3) heating and carbonizing the composite under inert gas, followed by cooling, to form crystalline carbon; and 4) washing the crystalline carbon with an acid to form a porous carbon catalyst. The porous carbon catalyst doped with a transition metal and nitrogen according to the present invention does not use expensive platinum catalyst but uses a precursor containing carbon, a transition metal and nitrogen. Thus, it is possible to produce the catalyst with ease through a one-pot process. In addition, the catalyst uses one kind of a precursor to form a catalyst which is thin, thereby increasing the cost efficiency of a process for producing a fuel cell, and significantly improves the reduction characteristics of a cathode of a fuel cell.
