The present invention relates to easily eatable ice flakes with milk and a manufacturing method thereof, and more specifically, to a method for manufacturing easily eatable ice flakes with milk , the method comprising the steps of: preparing a syrup mixture by mixing 10 to 30 wt% of white sugar, 5 to 25 wt% of liquid fructose, 1 to 20 wt% of mixed powdered milk, 1 to 20 wt% of processed butter, 1 to 20 wt% of milk, 0.05 to 1 wt% of mixed agents (emulsion stabilizer), 0.05 to 1 wt% of flavor and 10 to 40 wt% of purified water; aging the syrup mixture at -20 to 20C for 1 to 24 hours; cooling the aged syrup mixture at -20 to 0C; firstly crushing ice into pieces of 10 to 30 mm; and making ice flake with milk by mixing the cooled syrup mixture with the firstly crushed ice and secondly crushing a mixture into pieces of 0.5 to 5 mm, and to the ice flakes with milk manufactured thereby.
