The present invention relates to an apparatus for measuring a residual chlorine concentration of ballast water and a vessel having the same. The apparatus for measuring the residual chlorine concentration of the ballast water includes: a first connection piping connected to a supply piping in which the ballast water flows to be supplied to a ballast tank; an analyzing unit for analyzing the residual chlorine concentration with respect to the ballast water supplied through the first connection piping; and a second connection piping for connecting the analyzing unit and the supply piping to discharge the ballast water discharged from the analyzing unit to the supply piping, wherein the first connection piping is connected to a first position of the supply piping, and the second connection piping is connected to the supply piping at a second position between the first position and the ballast tank, to discharge the ballast water discharged from the analyzing unit to the second position of the supply piping.;COPYRIGHT KIPO 2016
