PROBLEM TO BE SOLVED: To provide a residual chlorine concentration measuring device and a residual chlorine concentration measuring method of service water capable of acquiring more reliable detection result of the residual chlorine concentration than hitherto.;SOLUTION: In this residual chlorine concentration measuring device 10, when a flow velocity changing rate R1 is smaller than a reference value (5%), the residual chlorine concentration Z2 detected by a residual chlorine sensor 13 is corrected by a correction value H1 specified by a flow velocity value and a correction map 1, and thereby the accurate residual chlorine concentration Y2 is outputted. On the other hand, when the flow velocity changing rate R1 becomes larger than 5%, an output of the residual chlorine concentration becoming inaccurate is prohibited as long as a prescribed time.
