The present invention relates to a mobile identification authentication system and a mobile identification authentication method for replacing an existing identification card and a national health insurance server therefore. According to the present invention, the mobile identification authentication method for replacing an existing identification card comprises the following steps. A mobile smart terminal (10a) transmits a disposable identification card request message, intrinsic identification ID information on a hospital visited by a patient, and intrinsic international mobile equipment identity (IMEI) information on the mobile smart terminal (10a) to a national health insurance server (30) through a network (40) so as to request a disposable identification card replacing an offline identification card (1) of the patient that carries the mobile smart terminal (10a) and is an owner of the mobile smart terminal (10a). The national health insurance server (30) generates the disposal identification card by encoding a registration number or IPIN information of the patient that carries the mobile smart terminal (10a) and is the owner of the mobile smart terminal (10a), and then, concurrently transmits the generated disposal identification card to a hospital server (20) corresponding to the received intrinsic identification ID information on the hospital and the mobile smart terminal (10a) corresponding to the received IMEI information through the network (40), wherein the registration number or the IPIN information is pre-stored in a database (36).;COPYRIGHT KIPO 2016
