The present invention relates to a personal identification card, a method and a system for issuing the personal identification card, and a method and a system for authenticating the personal identification card. The personal identification card according to an embodiment of the present invention comprises: a card body; a monogram part formed on a first surface of the card body and having a first pattern including a plurality of irregularly formed feature patterns; and a fingerprint part which is formed on a first or second surface of the card body and on which the biometric fingerprint of a user is put. The personal identification card identifies a user by comparing monogram information extracted from the first pattern and monogram information registered at a database part and by comparing fingerprint information extracted from the biometric fingerprint, fingerprint information extracted from the biometric fingerprint and registered at the database part, and fingerprint information extracted from a fingerprint signature input by the user.
