The present invention relates to an apparatus of manufacturing mortar for seismic reinforcement grouting using an environment-friendly solidification agent and a compaction grouting method using the same. The apparatus of manufacturing mortar for seismic reinforcement grouting is capable of injecting granite soil and stone powder by measuring a fixed quantity thereof in the process of mixing low liquidity mortar which is used for a low liquidity mortar compact injection method, the emergency new technology no. 77 (a simultaneous injection compaction grouting system method for reinforcing the ground by using an integrated quality management device) and the like, and improving the strength and transferring efficiency when the mortar is applied to various grounds. The compaction grouting method comprises: a granite soil hopper for supplying granite soil, having a granite soil discharge port in a lower part, having an opening and closing hole for selectively opening and closing the granite soil discharge port in an end of the granite soil discharge port, and having a hot wire embedded inside a lower part; a stone powder hopper for supplying stone powder, having a stone powder discharge port in a lower part, and having an opening and closing hole selectively opening and closing the stone powder discharge port in an end of the stone powder discharge port; load cells equipped in the granite soil hopper and the stone powder hopper for measuring the weight of the discharged granite soil and stone powder; a first conveying belt installed at a distance away in a lower part of the granite soil hopper and the stone powder hopper for transferring granite soil and stone powder; a second conveying belt installed in a lower part of an end in a direction of transferring the first conveying belt for transferring granite soil and stone powder transferred from the first conveying be a solidification agent hopper for supplying a solidification agent; and a batcher plant for mixing the granite soil and stone powder transferred from the second conveying belt and the solidification agent supplied from the solidification agent hopper with water.
