PROBLEM TO BE SOLVED: To provide a technology capable of further properly predicting the occurrence of emergency transport.;SOLUTION: A transport planning device comprises a storage part for storing order receipt progress information of including an order receipt value being a value on an order receipt and information of indicating the existence of emergency transport and forecast information of including an anticipated value being a value on anticipation of the order receipt, an emergency transport occurrence prediction part for generating emergency transport pattern information based on a history of the order receipt value of reaching the occurrence of the emergency transport and the anticipated value corresponding to the order receipt on the history of the order receipt value and predicting the occurrence of the emergency transport to the order receipt of a prediction object by using the order recept value of the order receipt of the prediction object, the anticipated value corresponding to the order receipt and the emergency transport pattern information and a notice part for outputting notice information when the emergency transport occurrence prediction part predicts that the emergency transport occurs.;SELECTED DRAWING: Figure 1;COPYRIGHT: (C)2017,JPO&INPIT
