A deadlock detection resolution processing part (123) detects whether or not a deadlock occurs concerning transportation of an article, based on information, computed by an article flow simulation processing part (122), on an instrument or an article yard at which an article as a target for transportation is present at the time and an instrument or an article yard at which the article is to be present next. If a deadlock is detected to occur, the deadlock detection resolution processing part changes a transportation destination of at least one article involved in the deadlock to a previously-prepared temporal yard.
