PROBLEM TO BE SOLVED: To provide a manufacturing method and a manufacturing device of a surface modification treatment material capable of atmospheric pressure plasma irradiation treatment of a material with distribution system and a continuous system.SOLUTION: There is provided a manufacturing method of a surface modification treatment material by irradiating a surface of the material with atmospheric low temperature plasma while moving the material in tube by gravity or via air flow, including irradiating the material with the atmospheric low temperature plasma from a plurality of plasma torches arranged in a circumferential direction of the tube at approximately equal intervals to the material which moves in the tube.SELECTED DRAWING: Figure 2
