PROBLEM TO BE SOLVED: To provide an apparatus of encoding or decoding coding units of a video content in a pallet coding mode using an adaptive pallet predictor.SOLUTION: The apparatus of encoding or decoding the video content comprises: an adaptive pallet predictor size determination unit 60 for adaptively determining a maximum size of an adaptive pallet predictor 30 based on at least one of a complexity of the video content and coding quality of the video content; and an encoder/decoder 40 for encoding or decoding the coding units of the video content in the pallet encoding mode using the adaptive pallet predictor while limiting the size of the adaptive pallet predictor that is derived from all pallets of previously encoded or decoded coding units of the video content, within the determined maximum sizes.SELECTED DRAWING: Figure 5
