PROBLEM TO BE SOLVED: To enhance durability of a metal mold by reducing a load on the metal mold while assuring charging performance of a metallic material into the metal mold.SOLUTION: A closed forging device comprises: a die which forms an outer peripheral surface of a cylindrical work-piece which becomes a base of a cam element component; a first punch which presses an end face of the work-piece on axial direction one side in the state that the work-piece is located in the die; and a second punch which presses an end face of the work-piece on axial direction the other side in the state that the work-piece is located in the die. The die has a recess for a peripheral surface cam in which a metallic material of the work-piece is flown by pressing the work-piece by means of the first punch and the second punch, thereby forming a peripheral surface cam on a peripheral surface of the work-piece. At least one of the first punch and the second punch has a recess for a projection in which the metallic material of the work-piece is flown, thereby forming an end face projection. The recess for the projection has an excessive space in which the metallic material is not charged at a time when the metallic material has been charged in the recess for the peripheral surface cam.SELECTED DRAWING: Figure 14
