The detector 30 detects the waveform of the current I1 flowing through an electrical path L2 on the secondary side of a branch breaker 2. The determination unit 31 determines the state of the branch breaker 2 based on the waveform detected by the detector 30. When a first condition and a second condition are satisfied, the determination unit 31 determines that the branch breaker 2 is in a cutoff state by short-circuit current of the current I1. The first condition is that the magnitude of the current I1 has changed from a first state where the magnitude reaches a threshold value to a second state where the magnitude becomes zero.
