PROBLEM TO BE SOLVED: To provide a gas diffusion electrode base material that has a good water discharge performance even under a high-humidity power generation condition, and that can maintain a high gas diffusion property, and that is suitable for a gas diffusion electrode.SOLUTION: A gas diffusion electrode base material comprises: a carbon fiber fabric; and hydrophobic group-modified particles that exist on a carbon fiber that configures the carbon fiber fabric, and each formed by coupling a hydrophobic group with a nuclear particle via a binding group.SELECTED DRAWING: Figure 3
