PROBLEM TO BE SOLVED: To provide an electric tactile sense presentation device that implements a smart touch for a visually impaired person.SOLUTION: The electric tactile sense presentation device includes: a photosensor array (305) that converges light and outputs a voltage corresponding to the quantity of light; a channel selection part (303) for selecting output of the photosensor array; an opening/closing integrated circuit (302) for supplying a voltage generated correspondingly to the output of the photosensor array; and an electrode part (300) that gives electric stimuli to fingers. The electric tactile sense presentation device also includes: an electrostatic capacitance change part (600) for transmitting instruction contents of a user to a smartphone by converting touch information of the user and an electrode into a change of electrostatic capacitance distribution; a transparent plate (601) applying spatial low-pass filtering to gradation information of an LCD screen that the photosensor array receives; an auxiliary light part (602) to be used for acquiring information of a non-self-emission type display or paper where the quantity of light reaching the photosensor array is a little; and a cushioning material part (603) which prevents the transparent plate 601 from damaging a display of the smartphone.
