A fly ash separation and recovery apparatus is disclosed. The fly ash separation and recovery apparatus according to the present invention comprises an electrostatic precipitator for electrostatically precipitating fly ash emitted from a coal-fired power plant and separating and recovering coarse and fine fly ash particles, wherein the electrostatic precipitator comprises: a coarse particle precipitation part, into which a stream of fly ash emitted from a coal-fired power plant flows, for electrostatically charging and separating coarse fly ash particles; a fine particle precipitation part, connected to the coarse particle precipitation part, for electrostatically charging and separating fine fly ash particles from the fly ash from which coarse fly ash particles have been separated; a coarse particle collection hopper, connected to the bottom of the coarse particle precipitation part, for collecting the separated coarse particles; and a fine particle collection hopper, connected to the bottom of the fine particle precipitation part, for collecting the separated fine particles.
