The present invention provides a measurement method for wireless resource management, a measurement apparatus for wireless resource management, a terminal, and a base station. The measurement method for wireless resource management comprises: receiving measurement instruction information of performing single-time measurement from a base station; performing the single-time measurement according to the measurement instruction information, and generating a single-time measurement report; and feeding back the single-time measurement report to the base station, so that the base station manages a serving cell of a terminal on an unlicensed frequency spectrum according to the single-time measurement report. By means of the technical solution of the present invention, the accuracy of a terminal acquiring measurement points for single-time measurement for wireless resource management is improved, so as to effectively perform single-time measurement, thereby improving the reliability of a measurement result, and reducing energy consumption.
