A feather implantation apparatus and a feather implantation method. The feather implantation apparatus comprises a positioning part (10) and a feather implantation part (20). The positioning part (10) provides a feather implantation space (100) for fixing a feather implantation base body (200). The feather implantation part (20), by means of clamping the stem of a feather (300) at a position adjacent to the positioning part (10), inserts the stem of the feather (300) into a preset feather implantation position on the feather implantation base body (200). The feather implantation process provided by the feather implantation apparatus obviates the need for human intervention, thus facilitating increased feather implantation efficiency and reduced labor intensity.
