Provided is a management device 10 that includes a plurality of tracks (MTR 101) that correspond to a plurality of terminal devices 20, that commands the terminal devices 20 to start or stop recording in accordance with a recording start instruction or a recording stop instruction (recording command unit 102), and that creates a provisional section that specifies a recording time in accordance with the instruction in each track (provisional section creating unit 103). Each terminal device 20 records sound data in accordance with a recording start/stop command (recording unit 201), and transfers the recorded sound data to the management device (transferring unit 202). The management device 10 obtains sound data from each terminal device 20 (obtaining unit 104), and records the obtained sound data in association with the provisional sections of the corresponding tracks, and thereby converts the provisional sections into actual sections (converting unit 105).
