Bacillus subtilis JRM28-A which is a novel microorganism according to the present invention can alleviate an inhabiting action of carbon catabolite by glucose by using cellobios and xylose as substrates. The bacillus subtilis JRM28-A can be fermented by simultaneously consuming cellobios and xylose, so a remarkably increased xylose using speed is exhibited. Accordingly, when the bacillus subtilis JRM28-A according to the present invention is used, a biochemical material or a bio-fuel such as acetoin which is a precursor of 2,3-butandiol can be effectively produced even without using an enzyme such as beta-glucosidase.
