The present invention relates to a production method of low-salted hydrangea red pepper paste containing a fermented Cornus officinalis solution, and the low-salted hydrangea red pepper paste containing a fermented Cornus officinalis solution produced by the method. The production method comprises the following steps: (a) producing a hydrangea extract by adding hydrangea in water and extracting; (b) producing a fermented Cornus officinalis solution by inoculating lactic acid bacteria into Cornus officinalis and fermenting; and (c) mixing red pepper powder, rice powder, salt, and fermented soybean powder with the hydrangea extract produced in the step (a) and the fermented Cornus officinalis solution produced in the step (b), and fermenting the mixture.
