The present invention relates to a skin moisturizing cosmetic composition including a Phragmitis Rhizoma extract and serine mixed with a nano-carrier system as active ingredients. More specifically, the present invention relates to a skin moisturizing cosmetic composition having various formulations and including a Phragmitis Rhizoma extract and serine mixed with a nano-carrier system, wherein the Phragmitis Rhizoma extract includes 93 to 98 wt% of neutral sugar and 2 to 7 wt% of uronic acid. Since the cosmetic composition of the present invention includes a Phragmitis Rhizoma extract and serine mixed with a nano-carrier system as active ingredients, the cosmetic composition does not have skin irritation, has excellent skin penetration of moisturizing components, and shows a remarkably improved skin moisturizing effect compared to when each of components is individually used.;COPYRIGHT KIPO 2017
