The present invention relates to a flame-retardant/semi-nonflammable earthquake-proof reinforcement fiber composite for a concrete structure and a concrete reinforcement method using the same. The flame-retardant/semi-nonflammable earthquake-proof reinforcement fiber composite for the concrete structure is easily constructed in a method of attaching the reinforce fiber to a surface of the concrete structure such as a tunnel, a bridge, a building, and the like, thereby reinforcing flame-retardant performance up to a flame-retardant/semi-nonflammable reference grade level so as to provide high flame-retardant performance in case of fire while preventing an unexpected collapse of the concrete structure in case of an earthquake. The flame-retardant/semi-nonflammable earthquake-proof reinforcement fiber composite for the concrete structure of the present invention includes: an earthquake-proof fiber made of a fiber of which an initial elastic coefficient is lower than that of concrete, limiting an external volume increase caused by concrete fracture of a concrete surface in case of an earthquake, and formed into a flexible sheet form; a resin spread on the earthquake-proof fiber and impregnated; a nontoxic inorganic flame retardant agent made of one among aluminum hydroxide (Al(OH)_3), magnesium hydroxide (Mg(OH)_2), and calcium carbonate (CaCO_3) and added to the resin to improve flame-retardant performance; a flame-retardant finishing material coated on a surface opposite to the surface of the earthquake-proof fiber attached to the surface of the concrete structure.
