The present invention relates to a flame-retardant fiber composite for seismic reinforcement of a building, which comprises: a basalt fiber configured to restrict expansion of an apparent volume due to destruction of concrete on a concrete surface when an earthquake occurs; and an epoxy resin adhesive immersed in the basalt fiber. Moreover, the flame-retardant fiber composite is constructed by being simply attached to a surface of a concrete building such as a tunnel, a bridge, and a building. Accordingly, strength of the flame-retardant fiber composite is reinforced to suppress sudden collapse of the concrete building when the earthquake occurs and, at the same time, has flame retardancy with a limited combustible level without re-application of an additional flame-retardant finishing material when fire occurs.
