PROBLEM TO BE SOLVED: To provide an optical control device including an optical resin layer which has a large second order nonlinear susceptibility and has a low optical loss and high yield rate.;SOLUTION: An optical control device 1 includes: a waveguide 12; an optical resin layer 30; a first electrode 27; and a second electrode 28. The waveguide 12 includes a one-dimensional photonic crystal part 15. The optical resin layer 30 covers the one-dimensional photonic crystal part 15. The first electrode 27 and the second electrode 28 are disposed interposing at least a part of the optical resin layer 30 and the one-dimensional photonic crystal part 15 in a second direction.
