PROBLEM TO BE SOLVED: To provide a surface layer collapse prevention mat capable of simultaneously achieving greening of a slope face and prevention of surface layer collapse while power saving for construction, and a greening structure combined with surface layer collapse prevention and a greening method combined with surface layer collapse prevention.;SOLUTION: The surface layer collapse prevention mat includes: a vegetation mat 3 to be laid on the ground; and a cylindrical body 4 constituted of a woven fabric which has a mesh size that allows water to pass therethrough but not allows cement particles to pass therethrough, and which is to be disposed in an upper part of the vegetation mat 3.
