PROBLEM TO BE SOLVED: To properly deal with a problem which has occurred in crises response.;SOLUTION: An input part 111 receives an input of an activity log which is a log including a sentence for indicating communication in current crisis response. Then, when the activity log is inputted in the input part 111, a calculation part 113 calculates similarity between the sentence included in the activity log and the sentence included in a past activity log, and similarity between the sentence included in the activity log and the sentence included in a manual.
