The present invention relates to the field of urban transportation infrastructures, and provides a usage condition data collection method for a parking fee payment technique, and fee payment system. The method comprises: identifying and recording a number plate of a car entering a parking lot, and recording a parking start time and parking fee charging rule; reading car information sent by a mobile phone, and associating the car information with a payment interface of a mobile phone; determining whether a number plate of a car exiting the parking lot is consistent with the number plate of the car having entered the parking lot; if not, then remaining in a current state; and if so, then calculating a parking duration and a parking fee, deducting the parking fee at the payment interface of the mobile phone, and sending technique usage data to a data collection end preset by a manufacturer. The present invention saves a labor cost for a parking lot, and facilitates timely and effective data collection of a usage condition of a related technique for a manufacturer.
