The present invention relates to a circulation abnormality control device for an electric heater and a control method therefor. The circulation abnormality control device for an electric heater, according to the present invention, which is for detecting and controlling abnormal circulation of heating water of an electric heater, comprises: a heating tank for storing the circulating heating water and equipped with a heating means for the heating water; a heating tank temperature sensor, mounted on the heating tank, for measuring the temperature of the heating water; a heating water supply line temperature sensor, mounted on a heating water supply line for supplying the heating water from the heating tank to the outside of the electric heater, for measuring the temperature of the circulating heating water; and a control unit for calculating a temperature difference between a heating tank temperature, which is the temperature of the heating water measured by the heating tank temperature sensor, and a heating water supply temperature, which is the temperature of the heating water measured by the heating water supply line temperature sensor, and turning on/off an operation of the heating means according to a result of the calculation.
