The present invention relates to an oil-in-water type emulsion and a cosmetic composition comprising the same, and more particularly, to an oil-in-water type emulsion in which an oil phase portion containing C12 to C22 fatty acid, oil, and an emulsifier is contained in an aqueous phase portion containing a thickener, a neutralizing agent, and water, wherein a starch-based thickener is used as the thickener. The oil-in-water type emulsion according to the present invention has excellent stability in spite of being an emulsifying composition through fatty acid neutralization, and is superior in terms of feeling on use, skin irritation, and skin stability, thus allowing the manufacture and use of cosmetic products in various formulations.
