The present invention relates to a vacuum insulator panel of a honeycomb shape having thermal insulation and soundproof effects by a vacuum state, and an apparatus and a method for manufacturing the same. The apparatus for manufacturing a vacuum insulator panel of a honeycomb shape includes an upper board, a lower board, a honeycomb board fixed and mounted between the upper board and the lower board, and an inner space of a vacuum state. The apparatus for manufacturing a vacuum insulator panel comprises: a chamber having a lower cover, an upper cover moving vertically, and a sealed working space to keep airtightness; a hot press unit mounted inside the chamber to apply heat and pressure to the upper board, wherein the lower board and the honeycomb board are disposed in the chamber while moving vertically; and a vacuum pump for removing air from the chamber to form a vacuum state, wherein the vacuum pump is connected to the lower cover or the upper cover.
