The present invention relates to an apparatus and a method for obtaining a signal based on time using sawteeth-shaped threshold voltage. The present invention comprises: a sawteeth voltage generation unit generating a threshold voltage of a sawteeth shape which is increased when smaller than a voltage value of a flash signal and is reduced to an initial value when larger than the voltage value of the flash signal; and a signal comparison unit receiving the flash signal to compare the voltage value of the flash signal with the threshold voltage to generate digital pulse heat.
