More specifically, the apparatus and the method for manufacturing a pad for polishing stone are able to remove stains and burrs formed on a sheet portion during a process of manufacturing a polishing pad used to polish stone. The apparatus for manufacturing a stone polishing pad comprises: a forming frame; a powder supply unit; a conveyor belt type transfer unit; a first moving unit; a sheet laminating unit; a compression plate supply unit; a hot-pressing unit; a cooling unit; a forming frame disassembly unit; a second moving unit; a pad recovery unit; a washing unit; and a sanding processing unit. The method for manufacturing a stone polishing pad comprises: a forming frame preparation step; a powder supply step; a sheet laminating step; a compression plate forming step; a forming frame hot-pressing step; a forming frame cooling step; a forming frame disassembly step; a pad recovery step; a forming frame washing step; and a pad sand processing step;.
