The present invention relates to a delayed departure compensation method for traffic congestion mitigation and a system thereof and, more particularly, to a method for controlling a traffic volume by providing departure delay time and compensation for traffic congestion mitigation and an apparatus thereof. According to the present invention, the delayed departure compensation method for traffic congestion mitigation includes a step of receiving a destination, a step of setting a departure time, a step of estimating a route according to the destination and the departure time and determining whether traffic congestion occurs in the route, and a step of providing a plurality of departure delay times and the information of compensation provided for each of the departure delay times based on information pre-stored in the system.
