The present invention relates to a resin composition for a biodegradable agricultural mulching film having soil conditioning and fertilizer functions, and the biodegradable agricultural mulching film manufactured by using the same. More specifically, the resin composition comprises: a thermoplastic starch (TPS); one or more biodegradable resins selected from the group consisting of poly(butylene adipate-co-terephthalate (PBAT), poly(butylene succinate (PBS), poly(butylene succinate-co-adipate (PBSA), polylactic acid (PLA), and polyhydroxyalkanoate (PHA); and a filler including a sulfur powder, an illite powder, a calcium carbonate powder, and an expanded vermiculite powder.
