The present invention relates to an apparatus for manufacturing a soft actuator and to a method for manufacturing a soft actuator using the same, wherein the apparatus for manufacturing the soft actuator according to the present invention includes: a reel to which one end part of fibers is fixed; a tension means for tensioning fibers fixed to the reel; a twisting means for rotating the reel about an axis perpendicular to the axis of the reel; a winding means for rotating the reel about the axis of the reel; and a frame to which the reel, the tension means, the twisting means, and the fixing means are fixed. Therefore, it is possible to easily manufacture a long-length soft actuator.
