PROBLEM TO BE SOLVED: To prevent operation that each user performs with respect to a content from being transcribed or erased in an abnormally short period of time without causing a user to lose interest in a content that the user is viewing.;SOLUTION: A distribution server 1 comprises: a reception section 22 which receives an editing instruction with respect to content data from a terminal 3 distributing the content data; a determination section 23 which determines whether or not a user of the terminal 3 has authorization to edit the content data; and an editing section 24 which edits the content data in accordance with the editing instruction when the user is determined to have the authority or does not edit the content data when the user is determined not to have the authority.
