To inhibit communication with a flight device from being disconnected.SOLUTION: A management device includes: an acquisition part 41 for acquiring a flight schedule date, a flight start position and a flight end position of a flight device; a specification part 42 for specifying a plurality of base stations on the basis of the flight start position and the flight end position; an estimation part 44 for respectively estimating radio resources allocatable to the flight device on the flight schedule date at the plurality of base stations on the basis of history information of communication states of the plurality of base stations; a comparison part 45 for comparing the radio resources allocatable to the flight device at the plurality of base stations, estimated by the estimation part 44 with radio resources required for communication scheduled to be used by the flight device; a route setting part 46 for setting a flight route of the flight device in accordance with a base station which has more radio resources allocatable to the flight device than the radio resource required for communication scheduled to be used by the flight device.SELECTED DRAWING: Figure 2
