To provide a rewriting system capable of performing flexible rewriting, and a rewriting device and computer used for the rewriting system.SOLUTION: A rewriting system 1 includes an ECU 10 and a rewriting device 20. In a flash ROM 14B (memory), there are provided CH1 to CHn programming area A21 to A2n. The rewriting system further includes a mask setting unit which performs a mask setting process for setting a mask target are in which rewriting is prohibited in the CH1 to CHn programming area A21 to A2n and a mask exclusion area in which rewriting is allowed. The rewriting device 20 transmits rewriting data of storage contents of all of the CH1 to CHn programming area A21 to A2n, and the ECU 10 rewrites the storage contents in the mask exclusion area by using the rewriting data corresponding to the mask exclusion area.SELECTED DRAWING: Figure 1
