A water leakage amount measurement apparatus includes: a discharge device for discharging a predetermined amount of inspection liquid into water; a camera for photographing the diffusion state of the inspection liquid discharged into water to generate image data; and a water leakage amount calculation unit for determining a temporal change of the diffusion state of the inspection liquid from the image data, and calculating an amount of water leakage from a structure on the basis of the temporal change. A water leakage amount measurement method includes: a discharge step for discharging a predetermined amount of inspection liquid into water; a photographing step for photographing the diffusion state of the inspection liquid discharged into water to generate image data; and a calculation step for determining a temporal change of the diffusion state of the inspection liquid from the image data, and calculating an amount of water leakage from a structure on the basis of the temporal change.
