Provided are: a surface protective agent composition which stably protects a metal surface even if exposed to high temperatures; and a covered wire with a terminal, which has enhanced anti-corrosion properties by using this surface protective agent composition. A surface protective agent composition which contains a viscous material (A) composed of a lubricant base oil and an amide compound and a composition (B) of a metal and a phosphorus compound that is composed of one or more compounds represented by general formula (1) or (2) so that the mass ratio of the component (A) to the component (B), namely (A):(B) is within the range of from 50:50 to 98:2, and which is configured such that the lubricant base oil has a kinematic viscosity of 10 mm2/s or more at 100°C and a number average molecular weight of 400 or more.
